CBNSat says they are in the final stages of signing a deal with Rupavahini Corporation. They are very much hopeful that they can begin transmission very soon.
Most probably within this week or next week. They will keep the subscribers informed via SMS and public media.

There is exactly a week left for the CBNsat Supreme Court hearing which will be held next Monday (6th November). It is now indeed a long period of time since the sealing of Sri Lanka's leading pay tv provider and it will be a great relief for the over 20,000 customers if this is resolved soon.

Sorry for my silence for a long time. But made sure I check the blog at least once a week.
I just spoke to a lady at CBNSat. according to her, Rupavahini had requested CNB for the project report or something and was approved by Rupavahini. However, the negotiations are still in progress. and she was very confident when she said it and that there is a chance for them starting their operation before the next SC hearing on 6th November. Failing, everything will depend on the result on the 6th
U never know, This is Sri Lanka, " A Land Like No Other.....!! "

I do not want to be mislead by the CBNSat reps. Last time i called, a CBNSat lass told me that they have recieved MOD clearance and she sounded confident too.
Won't trust until CBNSat is online.

Reps once told me they got a temporary license.
But since this news is coming from lisura himself, it cant be a misleading one. When i called CBNsat i was told the deal with Rupavahini is 75% complete. Bravo if this is true and good luck with rest 25%.
However CBNsat should always keep in mind that Rupavahini is a govt controlled organization and is very unpredictable. Tread carefully CBNsat. These are dangerous waters. I hope you will be able to conquer the vested interests and commence transmission soon.

We have waited this long patiently or impatiently. Lets just wait a few more days and see.
Only thing is CJ is getting sick easily these day. CBK had to return back to UK after a short visit here for a lawsuit. Wonder if he will be sick on the day of the CBNSat case??
As for the RUPAWAHINI deal, I am hoping for the best.
I think the best thing is to go for DishTV. I'm only waiting until Nov 6 th.

DishTV has the south asian beam of HBO and AXN. It does have advertisements. That's why its cheap. But content wise not much of a difference.
BE EXTREMELY CAREFUL WHEN TRYING TO CREATE WEB ACCESS ON YOUR DISH TV CONNECTION AND THERE SEEM TO BE A TENDANCY THAT DISH TV IS SOMEWHAT MONITORING THESE DONE THROUGH OTHER COUNTRIES.
I HAM EXPEREINCING THIS FIRST HAND AS THEY HAVE BUSTED ALL MY PAY CHANNELS FROM YESTERDAY NIGHT(IT HAPPENED WHILE I WAS WATCHING THE SANFORD 20-20 ON TEN SPORTS).
I AM TRYING TO WORK IT OUT WITH AN AGENT IN INDIA BUT I AM NOT SURE HOW LONG IT WILL TAKE OR HOW SUCESSFUL IT WILL BE.

THERE IS NO PROBLEM WITH THE SUBSCRIPTION.
I CALLED A DISH TV DEALER IN INDIA WHO I HAVE BUILT A PERSONAL FRIENDSHIP WITH,HE SAID THE THE CONNECTION HAS BEEN BLOKED FROM THAT END AND HE CONFIRMED IT HAS NOTHING TO DO WITH THE SUBSCRIPTION.
THE GUY IS WORKING WITH PEOPLE HE KNOW AT DISH TO GET IT REACTIVATED.
AND I AM HOPING FOR THE BEST.
Did you call DishTV help line and check whats the problem??
And did you make any payments via web using credit card?? If yes, whne did you do it?
Need to assess the situ to get a understanding before coming to any conclusions. Therefore, can you explain what you really did??

ALF - I NEVER DID ANY PAYMENTS AND SENT ONLY MY WEB ACCESS APPLICATION WHICH HAD THE REGISTERED OWNERS NAME AND ADDRESS AND THATS IT,I THINK THE FOLW WOULD HAVE BEEN TOO MUCH.

I even paid via Internet few months back just to check but i do not have any problem.
I think its something to do with your web access application. Did you fill it exactly the same info of the original connection owner?? Becuase they do a verificatoon of the original application and the web application and if it does not match you are in trouble.

Sanju is correct. Web sites can track the IP address. But there are methods to anonymously browse the web. I think LST is the best person to explain that.
It will be Sri lankan Gov. that will be mostly watching the forign transactions using credit cards. Specially if you pay the subscription for a year there is a chance of Central Bank reviewing the transaction since the amount is high.

Actually alf, it will not be me. Raz0r and BSS- from FILEnetworks know a lot more about it than me. The lazy arses dont have blogger account so i will quote them here.

About DishTV payments, we do not know how they track connections. Normally they should not reply on the IP entirely to track and block a connection. The whole online payment thing is a value added service to customer. The idea is to allow the customer PAY FROM ANYWHERE.
We cannot explain how Manil got busted. However FILEnetworks has tested web access with one DishTV connection one month back. We entered a fake Indian address and got in. We even made one payment. It functioned well for at least 2 weeks after payment but we do not know the state of it now because the owner went abroad.
In the wake of the Seagull Scam, we would recommend you not pay from the internet for some time (maybe for 2-3 months). But then again we cannot explain how manil got busted. This may be a software fault because no system is perfect. WE have seen such happen with Dialog. We can expect such to happen with Microsoft. DishTV is no exception.
Anyways you guys got options:
1. Pay to the dealer. its 100% safe method. (Even if you pay rs 1300 per month thats damn cheap for 160 channels. Cant complain)
2.Wait till Nov 6th before buying a conn.
3. Cross your fingers and wish for CBNsat to be back online.

Well, my gut feeling what happened for Manil is that the dealer must have mixed up the original Indian registration name and given Manil a wrong one. And when Manil applied DishTV team must have cross checked and found that the STB #, VC # and the subscriber name/address does not match and the exact subscriber name and address has a different STB # and VC #. This is just one theory.
As LST has mentioned it could be a system fault as well.
My only concern is SL regulations for Internet payments due to these scams.
LST - You are right and the Dealer in GUJARAT who is helping me out told that it has been blocked at the dish tv end for some reason.As i said before the first thing he asked me was whether i tried to create web access and whether i paid through the net,The first one i did and i told him.He explained that DISH could easily track down from where it originated and through the card number that they could detect to which country it belongs to(technicaly i dont know how to explain what he said).
Any how these dealers can upgrade packages and do certain activations at their location and he informed that this is out of his control and should be directly done at DISH,He promised to speak to his contacts at dish and get it activated for me this time and clearly indicated that a second chance is not possible.
As LST said the best possible way is to pay through the dealer and if CBNsat was there we wouldnt have gone through this hell.
The most sensibel thing is to refrain from web access & internet payments.
Guys.. about this credit card thing,
as a principal any credit card starting 4 means VISA, 5 Means MasterCard n so on.
The First 6 Digits of your credit card is a unique number which assigned to the bank by the VISA/Master Card Institutions, and in therefore any card number can be checked against the bank code (first 6 digits) and can be found out that where this card is issued. As Banking you cannot find that which card belongs to which bank unless you have a proper involvement with VISA/MASTER or your local bank. But In with this DishTv well i dont know about that and therefore it's better to think that they do have a issue on this behalf.
But one can check card numbers which not belongs to the country(First 6 digits not in the registered banks codes in INDIA). so whichever way you choose to pay either directly or annonymously(IP Scramble) the transaction can be monitored. (remember your card number will be sent to DishTv by their bank, through their account statements)
Its not a big issue for them to track numbers which are used regularly which are not belongs to india n for a short run of using SL international cards said thing may not be effective, but if they willing and watching so they can track yourself so easliy.
As for IP Scramble u can log on to the DISHTv account through any medium but once you use any financial trans(credit card, info upload, etc...) then u can be monitored.
so indeed what i say is prevent payments using credit cards from the web on to Dish TV and use your agent to transfer the payments that u needs to do.
Using Credit/Debit card internationally on this purpose, there is a direct violation of Exchange Control Rules of Sri lanka and therefore if (hope not) u caught on any incident u r liable for both illegal connections and violation of exchange rules.
So guys basically what i say is y u going to web, asking trouble n choosing the easy way. It's simple and quick but the hardway is better than that n therefore pls do a little bit of work at the end of the month/year for going to ur dealer and pay the bill.
Again, Whatever u do, but b causious n b responsible. because if once you caught, it will not going to stop from one person and ultimately everyone will suffer and everyone may caught because of your actions. And also a future group of individuals which may turn to DISHTv, will also b affected since they dont have a provider after all.

You are damn right there mate. IP scramble will only protect you from IP tracking. It cannot protect you if DishTV tracks you by credit card number. We do not how DishTV tracks payments exactly but FILEnetworks team believe that they are not relying entirely on the IP address in deciding connection blockades coz that will make DishTV a very irresponsible company.
I do not agree on one thing. The credit card number cannot be disclosed to DishTV. Banks will only acknowledge the payment(fund reservation) and ransfer the funds end of the day to DishTV account. The statement given to DishTV will show the amount and the DishTV account number. Not the Credit card number. Banks cannot dislcose credit card numbers. That's how payment gateway's work. And that's why when ever you pay you will be directed to a Banks payment gateway.

Normally we do enter our credit card payment details on merchant's web site. Then the merchant send those details to bank's payment gateway to proceed the transaction. Which means that the merchant himself keeping a database for their audit purposes. Therefore in this case DishTV can track the card number. There are merchant sites that are linked to a dealer who does the transaction on behalf of the merchant and ackowledge whether the payment is in order or not. In such case merchant does not have the card details.

In DishTV, When you are paying using credit card you have to enter the card details in the ICICI Bank payment gateway site. Not to DishTV site. You will be directed to ICICI payment gateway automatically.
It is not a good practice to enter credit card details to merchant web sites.
alf: what u say is right, CC holder should not enter his CC No unless he satisfied with the web site,it's not wise to use CC no on merchant web side other than the payment gateway,
but the system acks like this, once u go to the bank gateway, they grabs ur card no, security code etc...
once they complete the transaction, they provide following 3 informations to to the provider(DishTv in this instance)
1. Approval Code
through this the site will know
that the payment was completed
2. CC Holder Number
The number of the credit card
3. The name of the Owner
(however any other info will not be given on any circumstance- i.e ur 3 digit security code on the back side)
thease said 3 basic informations will be provided to the account owner(dishtv).
The thing thats i'm not sure is will thease info (2 n 3) will be provided online or through the statement
one thing can be said in surely.

Yes i somehow got my card reactivated through the dealer and i had first hand experience of web access and its consequences.
How ever we try to justify we are using a illegal connection and web access/payment via internet will expose you and result in loosing your investment and perhaps trouble from our own authorities for illegal transactions.
So its for the users to decide whether you want to fall into trouble and put others also into trouble.
