Hopeful Week for CBNSat Customers

This week looks like a hopeful week for all the customers of CBNSat. Since the President has asked the TRC to draft up regulations and also to license all satellite TV operators.

Hopefully the Ministry of Media will not come to courts on Wednesday June 28th 2006 and say that they will have to wait till the new regulations are drafted.

Hopefully the Media Ministry will say that they will issue the license and then we will see the judge ruling in favor of CBNSat which will enable them to restart transmissions.

I would also like to clarify that this blog is not operated by CBNSat or any other operators and I am not an employee of CBNSat or any other operator. In addition the only other blogs operated by me are given below.

In addition there was a question raised why there is no blog maintianed for SATNet. The reason behind this is since SATNet is not a cable tv operator but only a vendor or agent for Dish TV India and Star TV Hong Kong. Therefore they do not qualify to have a blog dedicated to them.

I'm surprised by the follwing comment:

I cannot understand the difference between SATnet and CBNsat. None of these operators have their own content. Both of them simply make a buck by uplinking several channels to a satellite allowing their subscribers to download the channels to home using a dish. Only difference is that CBNsat uploads the channels from Colombo while SATnet does the same from India.

So, why being a so called "vendor agent" disqualify them from the dedicated blog?

Simply because SATnet does not have any control on what they give and they cant give what we want,They simply give the bullshit what india gives(Thelingu,malingu ETC) and wheres CBNsat uplinks refind channels or more sought after channels.

And purely SATnet doesant deserve a blog,simply on the consuct of there chairman who was instrumantal in getting CBNsat operations ceased because he couldnt sell his SATnet junk and you can see what kind of a person is heading SATnet when you read a previous article published on this page on Channel Nine issue.

Further he uses all his influence in the government achieve vested interest and he is supposed to be the person who is promoting articles in the government media against CBNsat.

The person was seen at the launch of the defence Web site with minister Keheliya,Daya Sandagiri,Gotabaya Rajapakshe etc,So do you need any proof of who is behind this.

CBNSat is a company that is operating in Sri Lanka and they uplink from within Sri Lanka. Whereas SATNet does not have uplinking facilities of their own and they sell only what the Indian Operator Dish TV provides them and Star Tv provides them. It is true that CBNSat does not have their own content.SATNet DOES NOT HAVE ANY UPLINKING FACILITIES. They are NOT a Cable TV operator. Dish TV is a DTH Cable Tv operator but not SATNet. They are only an agent/vendor for the Dish TV and Star TV operator. Therefore if I am starting a blog I must start a blog for Dish TV and then a blog for Star TV since they are really the cable tv operators and not SATNet. SATNet does not have any power to add new channels to Dish TV or Star TV and only if the Dish TV network or Star TV Network adds channels will SATNet customers be able to receive them.

I think CBNsat should defenietly be on air this week and if not this industry is going to be dead.

I hear that TRC has also requested CBNsat to take the new licence required (As per the TRC regulations and introduced recently) for which CBNsat has supposed to have submitted all necessary documents along with the payments.

Hence with the presidents directive everything will be OK by this week.

Guys did you note that the new web site launched by the defence ministry and the web site of SHITnet is designed by the same company.

This bugger would have played out a hell of a lot from the government on this deal too and that is why he is hanging around the defence ministry(Keheliya,Gotabaya,Sandagiri etc),
and now there is no question that this man is defenietly behind the closure of CBNsatm,perhaps by giving false information to the defence ministry (Just check his past record,he is famous for these kind of scandals)

The president must be carefull that this guy does not forge his signature as he has an excellant record for this kind of scandals.

Laksman Hulugalle is the Director,MCNS(Media Centre For National Security) and he seems to be using his influence on the Government media to hit at CBNsat and now we know all the adverse proganda on state media were propergated by this scanddelous individual.

I dont know if the government is mad to appoint a person of his record to this post and let alone act on his intentions on the pay TV issue,when he himself is running a unlafful TV station which is unsusessfu.

There was a TRC notice on today's Dailynews. This was for the cable TV and satellite tv operator lisences. Well, as the paper advertisement has gone public today, it will only be a dream to assume that CBNsat would go on air this week..!!
BTW, SATnet subscribers are still getting their feed, I suppose. Coz, no one has interuppted their uplink which is from India.
If this is the case, what is the ban on SATnet? Are they banned from selling new connections??

Now we understand why the government media(Rupvahini,Daily News,ITN) were giving disorted news about CBNsat and the court cases,This man would defeneitly have influenced them and the government will have to pay a price for having people of vested interest in their ranks,and specialy in a ministry like defence.

Its time the newspapers & media with a balance(Leader,Daily Mirror,Island,Swarnavahini,TNL,Derana) expose the real unseen hand behind this whole issue because the government and the country is in grave danger by entertaining and supporting people with proven past of vested interest and scandals.

Why doesant the CBNsat lawyers straight away take this man to task or even complain to the TRC and BOI of the unfair practices.

Other than mentioning him of being the main culprit behind the scene at a previous court hearing,They have not agressively exposed this man capable of resorting to his hidden agendas to destroy his competitors as done in the past.

guys, the news i hear is BAD!!! they r trying to not issue license to cbnsat, saying they have security reasons! can u believe this?
we know the people who r doing cbnsat, and they r really clean people. there is no need for the govt to accuse them.... hulla has gone and said various things and now the defence ministry is dancing to his tunes.
if there is justice in this country, and people know whats true, then we should get cbn back... but knowing the amount of corruption in this country we really doubt it!
if there is a reason for cbn sat to not operate, then the country should also ban internet and mobile phones, as these can be detrimental to the national security as well!

CBNSat should keep a close eye on EX-DIG, current Security Advisor to HE President, Mr. HMGB Kotakadeniya. Kotakadeniya is planted by JHU to make sure all non-majority community business establishments are probed, brought false charges, closed down, taken over by goverment etc. JHU is on a vicious compaign to skuttle minority community big business in this country.

its pathetic to see our judicial system. if there is so much corruption at the top level, how are we going to get any justice. Its sad to see cbn sat going through all this hassle created by the competitor( sat net person). if he can manipulate the countries security authorities, then where do we go for protection?
I think the political leaders should wake up and see the real picture.
a tamil person running a successful organisation, does not necessarily mean any involvement. Being penalised for something which cbn sat hadnt done, shows the injustice that has been done to them.
please look beyond the false stories and see the truth. please let cbn sat operate. its an organisation with dignity and people who work there are people of respect.
hope this message would reach the president, and he will do some justice.

Please leave JHU alone in this problem. Mr Kotakadeniya has nothing to do with this. This is completely in the interest of Mr. SHITNet to improve his dying business.

Please don't drag others into this because it's a distraction for us and the real culprit will run away with it.

I also heard that Mr. SHITNet is running around saying that CBNSat is a threat to national security because tigers can use it. So why can't TRC monitor the activities and why couldn't CID find anything from the CBNSat or SonicNet after searching for more than 6 hours exceeding the time that is given to them.

All of these are rubbish ! Fabricated stories by SHITnet to run down a successful competitor.

As subscribers and viewers of CBNSat we have to go through all these nonsense and even the countrys president is happen to be one of the CBNSat customers !

So the president was also receiving infotainment through an illegal provider ? What rubbish !!!

i tell you, if the cbn case is going to be postponed again, then we know the dirty tricks of this government!
the jack asses who voted have to be whipped! the masses have no idea how they are being taken for a joke by the politicians! they dont want the masses to get to know how developped other countries are, and how in other countries people are given a better standard of living. by watching tv, they will get to know and demand the same for them. hence the best way out is.... to get cbn sat out!
one thing is for sure! you can never keep the truth in the dark for too long!

why is the government so blind to see the unwanted expenditures related to the closure of cbn sat? if this is the fate of a boi approved company, who is going to have confidence to invest in this country?
the saddest part is, something good for the country, with employment and support to other industries, sports activities has been troubled in this manner. why couldnt they do a decnt investigation by writing to cbn and asking for a period to sort this matter?
it turns out a cock and bull story to shut down the operations and then trying to crate a reason for it.

If we had CBNSat on air the other countries will also have access to our news bulletins which will be useful for us when building an international alliance against the cruel attacks by the tigers. Foreign news channels only show a little and thats also sympathetic to the terrorists.

At least the international community will get a chance to watch live visuals of tiger terrorists cruelness whether it be in Kebithigollewa or Colombo through CBNSat.

Today I recieved a letter from CBNSat by mail.

Further to our communication on press with regard to our transmission being halted illegally by the CID, we wish to personally thank you for standing by us and being patient. Your support has given us immense strength to face all the battles against the unfair and unjustified actions taken against us.

We wish to gratefully acknowledge and thank our customers who have sent us emails and letters of encouragement and support. Sincere appreciation also goes out to those customers who have shown their support on the blog discussion pages.

We took this matter up in Courts and had several hearings so far and the Court verdict is currently pending. We have emphasized in Courts that in fairness to all our customers a quick resolution is immediately needed.

The overnight closure of infotainment service providers has now become an industry-wide issue. We maintain that we have all the necessary licences and documents required for our operations from both the Telecommunications Regulatory Commission of Sri Lanka and the Board of Investment of Sri Lanka.

The learned Magistrate has however requested us to obtain an additional licence to maintain a “private television broadcasting station” under section 28 of the Sri Lanka Rupavahini Corporation Act No. 6 of 1982. Although we are not a television broadcasting station, solely in the interests of our valued customers, we have submitted an application for the aforesaid licence under protest and strictly without prejudice to our rights in Court.

We understand the disappointment and frustration of our customers and would like to assure you that we doing everything possible to have the services back soon. In the meantime, please rest assured that we will not be charging subscription for the period during which the services were not available.

We are grateful for your loyalty and are confident that you will continue to stand by us. Together we will see this through and have CBNSat back on air again.

Sri Lanka to issue license for satellite TV operators


June 26, 2006 (LBO) – Sri Lanka Monday asked satellite television broadcasters to get themselves registered and fixed an annual fee of 500,000 rupees.

The Telecommunications Regulatory Commission said cable distribution networks and satellite communications networks have to apply by July 21, 2006 to secure a license.

“It applies to all satellite or cable television companies currently in operation here,” TRCs Director General Kanchana Ratwatte told LBO.

Operators will be subjected to an annual cess fee based on 0.3 percent on total sales subject to a minimum 500,000 rupees.

The five-year license is renewable subject to performance and adherence to license conditions.

“The licensee will not be permitted to establish its own telecommunications links, other than access to satellites, to connect the system to other compatible licensed systems,” The TRC said.

The move comes following a government crackdown on three private satellite television stations – LBN, CBNSat and SATNet – for operating without license.

Currently there are four-large satellite operators, but quite a few small timers operate showing free-to-air content.

Not going to issue a license as CBNsat is a threat to national security? Yeah we should ban mobile phones, cameras, vehicles (suicide bombers use them all the time), Google earth, plus anything that Tamil people use. No wonder srilanka is a failed state. Keep up the good work govt this country will bite the dust within few months.

SATnet uses same DTH signals to transmit signals to our country? And they are beamed from hongkong and india? Isnt THAT a threat to national security?

The real threat to national security is keeping guys such as Lakshman Hulugalle close.

What wrong have we done to Hulugalle? What do we owe him? How can he control thousands of sri lankan lives? What good has he done to this country to have such high power which he possess? Why is SATnet still selling connections? Is SATnet and it's directors above the law?

What do the people who purchased CBNsat under loan schemes owe your officials? What do the children who enjoyed CBNsat owe your officials? THE REAL THREAT TO NATIONAL SECURITY IS TO HAVE A PERSON LIKE LAXMAN HULUGALLE IN THE GOVERNMENT. SPECIALLY AS THE DIRECTOR GENERAL OF THE MEDIA CENTER FOR NATIONAL SECURITY

All he can do is use his powers and gain personal benefits and not look into National Issues which he is supposed to do.

Do you know that we (including CBNSat customers) contribute to pay his salary to serve us ! This is the treatment he delivers to the people of SRI LANKA.

I think surely the President will be trouble soon with corrupt officials like this !

This is the man who using his powers in waging a scant attack on CBNsat through Daily News,Rupavahini and Channel eye and which people dont beleive at all and with a man of this calibre around how could we beleive on the national security web site.

There is no way he is going to deny the licence of CBNsat as the president has orderd the regulisation of all sattelite broadcasters.

The articles and news clips in the government media about CBNsat were all done on his interest using his official postion of Director MCNS(What a joke when a thief is running the media)

It wont be very far this man forges the signature of the higher ups and even the president for his vested interest(mind you about the arms deals in future)

The LBN case will be taken up today and hopefully the CBNsat guys will be there too as it could have a effect on the whole industry.SHITnet is supposed be giving connections though they are restrained by a court order(I realy dont think anyone is buying,but knowing the man involved, everybody knows what this he is upto)

The decesion clearly has to be that all are issued licence,because you cant give one and deny the other,and that the legal system which we all are looking at.

All this national security threat crap is absolute bullshit. If CID found as much as a tamil letter inside CBNsat bulding they would have raised hell about that and cried out loud to the public.

Since they coudnt find anything related to LTTE allegations in the probe (but wanted CBNsat shut down to please Mr Hulugalle and likes nevertheless) , they made false accusations about a licence. Licence issue put the whole cable TV industry into disarray and put the jobs of nearly 1000 people at risk. ALL THIS TO PLEASE ONE MAN?

What makes me really sad (and sick) is that this man(LAKSHMAN HULUGALLE) ruined the fun part of my

life. One who works his ass off for most of the day needs some sort of relief. All work and no play makes one gay!

It makes me even more sad because i definitely know i was not in hulugalle's debt and did not deserve to be slapped by him in any way.

But who have we got to speak about this injustice? Seriously i think it is high time i fled this country to
somewhere safer. Tomorrow it will be my business (IT).

Are there any lawyers among us, or do you know any good lawyer who might be a friend or relation.
I feel and everybody else might feel as well that this thing is dragged too far. As CBNsat customers there are things we can do to help our selves.

Can any one prepare a good petition to be forwarded to the court? I don’t really know how this is going to work or the procedure for it. That’s why need a friend who’s a lawyer.
The petition should emphasize the rights and the plight of the CBNsat customers and concentrate only on the customers and not the Company it self.
I know that if the company survives the customer will be benefited. But we can not speak for the company now how ever good they are because there is court case and we don’t really know the technicalities of the legal field.

I hope some one can take the initiative and inform proceedings to the public through this blogg.

By the way the LBN case is being taken up at the appeal court now(It was postponed from morning to 2.00PM)and the problem with them is supposed to be that they do not have the TRC clearance and dont know whether they will have to wait till 21.07.2006(To obtain the new TRC clearance)

We will try to email you a time and location where you guys can meet and discuss. Sorry we do not have access to a lawyer. If there is a lawyer reading this please advice us. Even the LBN Customers must join in. You guys should also say the convienient times for all of you. The meeting will have to be arranged only depending on the outcome of Wednesday's hearing since it is difficult to arrange before that.

Please email us and we will do our best to arrange something. In the mean time I suggest most of you try to go for the hearing tomorrow. But we need more than hundred people for this effort. What do you people out their think.

We will not be able to attend the meeting due to security concerns because of this blog and stuff.

You guys will have to talk how to go about solving these problems. If you are willing please email us.

We hope to make it to courts tommorow and the guys with lawyer friends could immedietly get in touch with them and discuss the outcome on the blog.Saturday or Sunday would be ideal for us to meet and discuss.

We can sue the watchdogs for not protecting the rights of the subscribers,after all they are there to do that.

We can see what kind of fools run this country when they shutdown a BOI aproved company faster than they open one on the reccomendation of known crook.

YES I THINK WE SHOULD GATHER AT LEAST 100 CUSTOMERS TO COURTS TOMORROW. EVEN LAST TIME FEW CUSTOMERS HAVE BEEN THERE BUT NOT ENOUGH TO MAKE AN IMPACT.

BY THE WAY THE THINGS WENT ON FOR THE LAST 3 WEEKS THERE IS A HUGE POSSIBILITY FOR THE GOVERNMENT OFFICIALS TO FABRICATE A STORY TOMORROW AND FURTHER DELAY THE PROCESS.

MAY BE THEY WILL TRY TO DELAY THIS TILL 21ST JULY LETTING OTHERS ALSO TO APPLY AND ANOTHER FEW WEEKS TO ISSUE THE LICENCES.

THE OTHER POSSIBILITY IS TO BRING OUT THE SECURITY CONCERNS AND ASK FOR MORE TIME TO CONSIDER ISSUING THE LICENCE TO CBNSAT.

I am comming with around 10 subscribers from my office.


The LBN case (Appeal Court) taken up today has been postponed to the 18th of July.

Please do not get discouraged because the LBN case seems to be more complicated and entirely differant than the CBN case as they do not have any clearance from TRC.

As for CBN they need only the media licence(Which they feel they do not need) and the progress on this is said to be postive from the ministry and CBNsat has also tabled a letter at the last proceeding where the media secretary(former or the present) has stated to another party that media ministry clearance is not required for a platform of this nature.

If any unforseen (Hulgalle force) force doesant interrupt,the signs are positive for a recommencement of transmission,But you never know,This is Sri Lanka.

I just happened to contact a man who is very close to the government on the telecom side. He said it's very unlikely for them to issue a licence to CBNSat as it is owned by a tiger sympathiser.

And he further advised me to ask for a refund from CBNSat.

I said I don't want a refund I just want the service to be restored. And I asked why you were silent for more than year to say that he is linked with tigers.

Wasn't it investigated at the time of issuing BOI & TRC approvals or the defence ministry approval to commision a satellite earth station ???

He was speechless but insisted that the licence should not be given to CBNSat !

This story has cropped up mny times and the man who matters,The president has given a order to register all sattelite providers.

The TRC has already issued the licence and these henchman close to the so called government dont even know that CBNsat posess the necessary licence.

This is the suff that people with vested interest are propergating and if CBNsat is not given the media licence non of the other operators could be issued too.

If you see carefully SonicNet Technologies (Pvt) Ltd., is listed as a subsdiary company. When I was doing my O/L's these guys were having their showroom at Majestic City. I have met the two of them when I went to buy a computer from EPSI. This story of Tiger Links is a lie. I do not trust the guy who posted the story or he has been mislead by the government guy
These guys are genuine business men and have been in the IT field for a long time. I am an IT Professional and I admire the work they have done for this country.

The local media are not coming forward to support CBNSat because their viewership has also gone down due to CBNSat. The CBN money is good for them when they advertise on ETV, ArtTV, etc.

The EAP and Maharaja Stations are a bloody useful buggers. Screw all of you.

I agree with DUDE,and i know that EPSI COMPUTERS has been operating for a quite a time and these two guys are agresive and educated businessmen(I think both have MBA"s and around 35 years)and this is the prize they get for getting the future to the country.

The guy who has spoken to the person close to the government is a Hulugalles bachcha boy and there is no wonder henchman close to the Government are in a mess.

And after all who are these thugs when the president of the country has issued a directive to licence all sattelite operators.

They should thank CBNSat for giving them a chance to telecast their channels via sat and most viewers from rural areas did able to watch them clearly.

Someone has said in some places of this blog that a freind of him has said that government is very unlikely to issue licence to CBNsat
because they think it is tiger linked.(He says the friend is a relevent government official)
Well, in the court case going on has nothing stated like that.So the court cannot stop transmission because of that.And also court has ceased two other stations so court may not give permission to retransmition only to those two without letting CBN too.So you dont have to wory about that at the moment.
But I like to notify to all fellow bloggers that this tiger link thing of CBNsat has gone deep in to nerves of many srilankans.Many people i know belive in this and they wish for cbnsat to be gone for good.Actually speaking we subscibers are also subjected for verbal harresment(belive me i had gone through this).So i like to notify you that even if cbn recovers from this crisis there will be another blow comming for cbn and that will be criticla for cbn ( anyone like to see the cbn hatred bo to the relvent blog on lanka business online)
Fellow bloggers we must warn cbn sat about this and we must help them the best we can.

The LTTE link is an Old story and an unproven one.

Everybody should pay attention to the timing of "A government man saying something to a genuine CBNSat customer". This comes at a time where CBNSat customers are readying themselves as a force to circumvent what is happening in the country against a legitimate business and there own hard earned money. This is a word/mind game to demoralize CBNSat customers to not to proceed with there endeavor. Even better, this is probably to prevent CBNSat customers attending tomorrow's hearings.

I think this should be plainly disregarded because this genuine CBNSat customer could not so genuine.

COMET - The only pay tv company who has all the clrearance.Whatever the internal problems they have still its up and running without second of transmission breakages.CBN mmay be giving the latest technology but whats the point of having it when u cant watch.BRAVO Comet

SHUTTING DOWN CBN:

1st Approach was to show that they are linked to the LTTE.

Result = FAILED


2nd Approach was to show that they do not have a required license apparently none of the operators did.

Result= Backfired and affected their own. Seems like Failing.


3rd approach is to go back to the 1st approach.



As far as we are concerned, no more quality programs to be watched.

I am a Sinhala Buddhist. CBNsat helping LTTE=A FALSE STATEMENT. I wish not to talk further about LTTE allegation as it is completely irrelevant.

For those of you are still unclear how things happened, here is a timeline.

1.Hulla* launches startvlanka in 2001.
2.CBNsat launches in 2005.
3.CBNsat achieves market leadership.
4.CBNsat's market position is unrivaled.
5.Hulla begins to lose out to CBNsat.
6.In an unsucceful attempt to capture market, Hulla re launches Startvlanka as SATnet.
7.Hulla's customer base keeps decreasing.
8.Hulla launches Plan A; Misinforms the CID + court and tries to charge CBNsat on LTTE connections.
9.CID searches CBNsat HQ. They are unable to find any evidence of an LTTE connection.
10.Plan B launched; CBNsat control room sealed over a non existent license issue. CBNsat challenges the closure in courts.
11.The plans backfire. SATnet is ordered to be shut down too. (since Hulla is above the law he keeps selling connections to date)
12.Hulla runs here and there kissing a lot of ass to make sure CBNsat is not put back on air.

*Hulla got a lot of support from corrupted officials in CID, GOVERNMENT and TRC on putting his foul plans to action.

Now prove me wrong on any of these statements. If I reveled sensitive data or I am a threat to security of corrupted prosti-dudes at the government, I couldn’t care less. Trace my IP and try to find me in real life (good luck).

And please do not believe in rumors about government officials who are swearing by their children's lives not to let CBNsat operate again. WE SHALL SEE IN COURTS!

CBNSat 7th Court Hearing today

Today will the 7th Court hearing for CBNSat and I would like to point out that according to the LBO report published in the TV Radio Sri Lanka blog, the case against CBNSat should be dropped.

We were hoping for a positive result from the LBN Case yesterday but since nothing happened in that front and their situation seems to be more complicated than CBNSat, we hope that at least the CBNSat customers will be seeing an end to this fiasco.

We will be posting you updates on this forum also, but since it is blocked we cannot make any posts on the front page and can only post them as comments. So please read the comments carefully and very important news will be posted on the TV Radio Sri Lanka blog too.

This blog will keep you updated on the proceedings in court today and I hope the readers will keep the information flowing in.

Guys please be realistic, emotions and bad language wont take us anywhere.

The logic i like to put forward is since three services are affected, eiter the all three will be back or all will be gone for good.They cant stop only cbn and let the others run.

There real problem is WHEN WILL THIS END.

But i dont belive cbn was perfect since they failed to do business in the Sri Lankan way.They should have had freinds in high places.My point is being "hondha" is one thing but being "kandha" is some thing very different.

We must unite people appearing on all blogs dedicated to this matter.I dont know the actual no of blogs but it must be at least 2(this one and the lbo).

I like to point you to the fact that cbn is a company based on profit and not a charity.So at the moment they realise that this is not going to work they will just announce bankrupt.Remember that when a company is bankrupt nobody can draw money by its directors property, and the costemers of company are last to be taken into account(Remember pramuka).they will never think of giving a refund for 17000+ worth equipment.

So it is up to us to direct cbn in the correct path or to stare at the red light on decoder for rest of our lives.Not to mention the embarresment.It seems only cbn costemers understand the suffring of others.For every oter guy in this seems to be very amusing(go and fry hoppers in your "thachchiya").I even ran in to a sitation where every cbn subscriber was refferd as traitors.

I dont belive that organize a protest by subscribers is a good idea.In the present situation of the country it might be very dangerous for cbn customers.What we really can do is directing cbn on the correct path.they are really lacking suggestions.

Further i like to notify the bloggers who where blindly supportin cbn (if you are not dirctly proffiting from them) that your too much optimistic behaviour has made many fellows to loose faith in this blog.And people who are takeing advantage of the situation and making this a advertising forum for comet or whatever please do your comments somewhere else.This business is no joke for cbn subscribers.And many of them are not that rich to just forget about the money they spent go for another.

Finally i ask evrybody who really want cbn back to be realistic on situation
